How to eliminate GREEN WATER

nitrate/phosphates?

This is the key to the problem. These two are direct food for green water. You can get a UV but it could possibly not keep up depending on the water param's. Like when the lights first come on it would be good but as the day goes on it might tinge up a tad if you Nitrates and Phos are real bad.
