How to get the best colour for my BPs

I'm sure whether turning on/off the lights promotes better colouring. Hope someone clarifies this.

yes please dont buy colored parrots, its sad but lets not support animal cruelty. and as far as the light goes, my fishes tend to show brighter color with lights on im not sure if its the light reflecting off it or they seem to be more active for some reason.
