How to kill baby mosquitoes in my turtle pond

Well that's confusing, Greater Los Angeles County Vector Control District is giving free mosquito fish for mosquito control.

Will turtles eat fish? And my pond do not have filter, it’s a small pond.

How big is your pond?....it sounds as if you might be able to scoop out the larvae with a fine mesh fish net and I seem to recall reading somewhere that mosquitos don't lay their eggs in water that has some amount of movement...one of a few reasons why adding some type of filtration would be a good idea.
