I am building a tank the same size, although mine is 8x4x3' which is only 600 gallons :S
I have the same issue as well, I have spoken with a few people and also an engineer (who does this sorta stuff all day long) he has suggested laying an 8" thick concrete slab, ensuring thats level, then putting a stand on the top of that.
the stand made from cinder/breeze blocks.
