How to make fish school?

Is it possible? I've had my 70g tank for about 3-4 months now and every thing is going grand :D. As dithers, I have 6 Red phantom tetras and 7 Black phantoms. The number of the tetras are so low due the tank only being new. I'm thinking of selling them since they do not school, They just swim 'freely' around the tank, Not in schools. I'm trying to make my tank which is planted to look as beautiful as possible and this, Well... Is kind of ruining the image. Would adding more tetras make them school?

As for tetras being on MFK well, The tank has a good few 'Monsters' such as Angelfish, Clown loaches, German rams, Pleco and many more to come!
 
This will always happen to some extent, even schooling species calm down and realize they are in a safe environment and will start to break up a bit. Schooling is primarilly a defensive measure. Im looking at large groups of tetras, danios, rasboras right now and none of them are actually tightly schooling, only very loosly.

Oscar are to big ,add a betta fighting fish. Veil tail or other type but try getting a veil tail or halfmoon cause their tails will cause them to be slow and not catch The tetras at all .they will see it as a threat and will always be on the defense (schooling)

Yeah, terrifying them all the time might work, but they might to start just hiding rather than schooling. The betta thing will only work for a little while though

Ime giant danios school pretty well. They are active and even when there were about 5 all by themselves in a 75 they schooled together. Tetras stay close together, but don't really actively school. Tiger barbs stick together but be careful with those as they are nippy.
 
Not to sound like a **** but buy schooling fish, danios are good, bucktooth tetras also, or sd etc, you just need a lot.

The distribution of the fish all over the tank means they feel well!
As every other fish does, they have territorial and sexual interests..
