I mean I know the basics on how to build a stand, just wondering how to properly build one that will hold 4 10 gallons, two on a bottom level, two on the top. I'll also be putting them long ways, with what would be the side panel facing forward, so I can fit and view both tanks on each level side by side.

sort of like this, just made out of wood, only having 2 levels, and with just 2 10 gallons on each level.

Make sure to support it properly, here is the construction of my rack, every wooden shelf is bolted to the side frame with 15mm bolts. This was then bolted to the wall. I fitted aluminium in an 'X' shape on the back and attached in the center for strength and to make sure it doesn't flex. Perhaps a bit overkill but it's rock solid!

I use the same screwless racks in the original pic you posted. No mess, no fuss, and sturdy as the day is long.
