Try again. Clear off ALL of the silicone. Clean with "Isopropyl Alcohol" or "Isopropanol" (If you can find it. :D) Re-silicone the glass piece back on. Put weight on the glass piece. Let this sit for a minimum of three to four days. It takes silicone a while to fully cure. Your best bet is to let it sit for a week or so. That will guarantee that it is dry.
 
For all the messing around you could just get another used 15gal for $10. If you're going to try to get the leaky glass patch off the bottom - good luck. I just took 2 patches off the bottom of a 120 last week, and it damn near took all day. I had to use a punch to shatter the patch, and then peel the busted shards off one by one, and clean up the remaining silicone with a wire brush.
 
Did you overlap the glass so that it was bigger than the hole and it sat on the bottom? or did you fit it inside the hole? I have no experience with this, but I think it'd work better if you overlapped it.
