Although there tend to be accepted standard turnover rates, whether or not a pump is adequate depends on the type fish you keep.
If you keep discus, bettas, or other oxbow fish you might need to throttle it down, normal lacustrine or riverine fish, it may be perfect,
But if you keep rheophiles like I prefer like Chuco or Tomocichla, or wolf fish, or Tigr fish, you might want to double it.
You might also want to spread flow out across the tank with a manifold to speed it across the surface as opposed to concentrating it with one effluent pipe.
