Read your bill. Do you think it may be overly broad in its reach? Do you think over-regulation would solve the problem you seek to remedy? Does this sound like legislation that is carefully considered and that can be efficiently administered? Count how many times you use the term "likelihood." Will you define the term in future legislation? Will you migrate toward differing degrees of "likelihood?" Guam is an island - the U.S. is not an island. What is "likely" in Guam is not necessarily a representive sample of "likelihood" in the U.S. Its snows where I live - does it snow in Guam? Would "likelihood" be dependent upon climate? Show me where you account for this in your bill.
Go back and think about the situation you wish to remedy. You were unable to determine how, so you tried "everything" in order to do "something." Write a bill that addresses the specific and existing issue. I am confident that you are smarter and more thoughtful than what this piece of proposed legislation illustrates.
