That's retarted you can't pass a bill just for some people irresponsible in possessing then dumping imported fish & animals. That ruins it for everybody else who knows better not to & pride what they have. To some they are just like a dog or cat considered apart of the fam. In that case the U.S. wouldn't be able to import fish from other countries for human consumption/eat.
