Is it a new setup or did this just start?
Im assuming that this is a new setup. It should settle in a day or so. You should rinse any new substrate before you add it, unless you plan to deal with it in the tank.
Some like to just add and then let the filter sort it out for them.

I isolated the sand in a jar and waited a while, water was clear of yellowness.
However, when I isolated the soil I was using, it turned the water yellow. As seen on the picture.
I'm using a bottom substrate composed of "Natures Care Organic Potting Mix".
Question is, now what?

Oh so you have a soil substrate capped with sand. The yellowing is probably just tannin from the organics.. I assume you are going to do some planting.
The best way to deal with this would be to do a series of water changes until it clears a bit.
Try not to disturb the soil. When you start planting.

I have did this with a 75 planted tank it takes some time for everything to settle in. So be patient it's a marathon not a sprint.
 
Can you give a little more information on the setup. Tank size, planting plans, stocking, filtration. Are the other parameters good? Ammonia, Nitrite, Nitrate, Ph.
Is this a new setup or just changing an existing one?
 
I've got the same issue, It's been a week and is slowly clearing up each day. Every other day or so I've been changing out the polishing pad on my return also. This seems to help as they keep getting clearer. I also plated it right away

Yeah that's the best thing to do just keep changing those pads and doing normal water changes. Planting heavily will help to lock the soil in place. Try not to disturb the cap substrate if possible while doing your water changes
