Yup, Sand would be better. Get some hygros Ferns in there. (for decoration and for interest.) They'll grow easy in the sand.
You can keep some tetras... but only if you could care less if you start loosing a few. But i Think if you keep the fakaha well fed, you should be okay.... for a while.
