Hi need some advice im looking at buying a 1000L ibc but its previously had hydrogen peroxide in it would it be safe to use with a good wash out i have seen people use it to sterilise nets and clean tanks and kill black algae

Peroxide can easily be washed off or neutralized. It is probably already gone from the container if it has been rinsed. It is even used as a fish medication.

Thanks i also had the option to get one that had ethanol in it but that's also an hour away where this one is only 5 minutes up the road not sure if it has been rinsed out or not so ill just do it to stay on the safe side

Welcome aboard
You will be fine with the aquarium that was treated with Hydrogen Peroxide. Also would ask the owner why was the Peroxide added and if they knew what issue was affecting the fish. Also aquatic plants are treated with Hydrogen Peroxide.
