If your talking about swimming like this then yes its normal:

I have quite a few rays that enjoy playing in the outputs from the pumps just like that one there does, and several that just like to swim.

If your talking about floating around the top in a bowl like way then no thats not normal, usually mean there is not enough air.

As the others said its always best to give exact water parameters not just say its "ok".

Thanks.. He is swimming exactly like the video. Late last night he went back down and ate blood worms, so he is doing good ..

NITRITE 0
PH 7
NITRATES 10
