What about floating pond plants?...Water lettuce and those bulbous looking plants,hyacinth I think? They are usually cheap to buy and grow pretty rapidly in good conditions.

There's a part of that pond heavily covered with hyacinth, lotus, plants, etc... and there's a lot of under water plants like seaweed or hair algea... Manatee probably feed off those plant more than cichlid like the owner thought...
