I have used black Fusion brand spray paint with no issues in my tank. I let the paint cure for 3 days before using.

I suggested CPVC because of the small size. I don't know if you can get black PVC in 3/8" size.
 
i think you can. i think its conduit for industral electrical, and off subject here i can probably clear coat some stuff to put in my tank than huh?
 
If your sump is a wet/dry filter, you may not even need an air supply.

There are Venturi fittings with NPT threads on both ends that you can plumb somewhere in your system.

Another option is a powerhead with a Venturi attachment. A short section of air tubing protrudes above the surface of the water to serve as an air intake so there's no air tubing below the surface. This setup requires less frequent maintenance than air stones. Additionally, while my air stones have to be bleached and then washed in the dish washer, the powerhead Venturi's air intake only needs to have a wire poked through it to clear it of gunk.
 
I run black airline tubing down my overflowbox (oceanic/all glass type). You could also use clear rigid tubing the size of airline and run it down the corner of the tank, put a 90 degree elbow on it at the bottom of the tank, and bury the line (assuming you have substrate) to where ever to want it to pop up from the bottom of the tank. It should blend...
