so if i take another fish from the pond.
put him in a bag,and float it in the tank.
will he end up with ich and fin rot?

Seriously, don't ask, just do it. You have the right idea. See what happens. They are disposable fish (in comparison to the bass). That will tell you if ich is really in there.
Btw, ich is a parasite that goes through three stages. If you break the cycle you will rid the tank of the ich. The ich requires a host during one stage, so if there are no fish in the tank, the life cycle will be broken. You will have no more ich.
Oh, and don't put the infected fish back into your pond. They can carry the ich and infect the entire pond.

No, fin rot is a secondary gram-negative bacteria infection, you have to treat the whole tank.

I would honestly go with the fishless cycle like was mentioned previously. I did my first one last year and will probably never do it any other way. It so easy... and no fish go through any stress.
Regarding the fin rot issues... does the OP need to treat the tank after he removes the fish... or would spending a month doing a fishless cycle be enough for the bactoria to dissapate.... or be killed off by the high levels of amonia from the inital large doses at the beginning of the cycle.
