that is plastic kelp to go along with the plastic rocks in a freshwater octopus tank. hahaha. it is seriously fake though and i have seen people keep it in freshwater tanks before. i service a few tanks that youd swear were salt water until you look at the fish. filled with dead corals and crushed coral gravel. everyone has their own personal taste. and i believe thats at a public aquarium and they have it set up like that for ease of maintenance
 
ya, not your average octopus set up but oh well. the thing at least looks like he has room to play and wander and looks happy and healthy as well....i guess those are the 2 important things huh
 
Salt water, out of the 289 species of octopus none are freshwater, a very few can tolerate brackish water for short periods of time.
 
I like that setup. Usually, you see octopus setups that are a bit darker and usually the octopus is hiding anyways. I believe they were trying to represent a pacific northwest rocky biotope. I know there are some areas up there that have rocky beaches which are very similar to the river rock in the display.
