I just got a fish aquarium and my ammonia levels are high. What do I do??

I'm thinking he has chlorine, hence the reason for 0ppm ammonia straight from tap

So if you reach above 0.02ppm toxic ammonia on the chart, time to do a 25%-50% water change. You want that chart to show less than 0.02ppm to ensure no damage is done to the fish and stress from ammonia doesn't cause it to get sick. Pbass and oscars are notoriously sensitive compared to like swordtails and mollies.

I don't think ammonia test breaks up chloramine... do you know otherwise?
