In most parrots its reaaly easy to tell by looking at the breeding tube, males are shorter and more pointed, females breeding tube is larger and more tube-like, I've had great success useing this method without taking the fish out of the tank to vent them It seems that Parrots breeding tubes are very visible even when not breeding and at a small size, although the bigger the fish is the easier it is to see.

lol... yes it is extremely easy to use this method when the parrots are mature... i think the OP was asking of a way to sex them before they are mature and showing tubes...

Oh, sorry, I usually don't look at parrots to buy unless they are at least 3" thats the average size I see around here but I was just at Petsmart today on my way home(just picking up some frozen brine shrimp LOL) and they had a tank full of baby BP only 1"-1.5" they are the smallest I've ever seen, I guess this method would'nt work for those!

I have three which I believe to be 2 males and a female. They're maybe 3", but no eggs yet. The 2 I think are males act aggressively toward each other and just seem more "male-ish" than the other one, in a way typical of male cichlids. It's just a guess.

parrots start laying eggs very small. my female started laying at 2.5 inches. and if there is any male cichlid in the tank with her, she will lay eggs every two weeks. they are super horny fish.
