did you test ammonia and nitrite? or just nitrate?
usually, if the ammonia or nitrite is high, the fish will gasp for air because ammonia burns their gills and nitrite prevents them from taken in oxgyen.
actual dissolved oxgygen levels are seldom a problem in aquariums..it is usually in excess of what they need to thrive..

If the cleaners were in that night, likely they did/used something near of on the tank.
