All Royals are wild caught. Did you quarrantine and deworm him with anything at all when you got him? I've got 2 L191's, I'd be pretty worried if mine looked like that, too.
I put all new (quarrantined) fish through 2 rounds of Praziquantel over the course of 3-4 wks before they go into my other tanks.
It sounds like you've been given good advice. Do a search on google for black spot if you're still confused. It's not uncommon in Clown Loaches and Discus, usually the wild caughts. A vet can give you the meds (Flubendazole) that were suggested in an earlier post. It's also available at livestock supply stores. The guy (Cobb) that was trying to help you gave you the best information you're going to find. I'd get busy looking for that medicine, call a vet if need be, they have it in their office. (I worked at a vet's for years). The poor Royal looks pretty bad. I wonder if he could've possibly gotten something from the other Plec in there. Catfish can carry diseases that only other catfish are suseptable to.
PS I thought it was called "fenbendazole' (aka panacur) but there may be other forms of it.
 
I've no idea what wormer would look like over there, so the best thing to do would be to visit a good local fish store, one that stocks lots of discus, and ask the staff for a strong wormer for discus. Worming is very common in the discus hobby, so any shop that has a good stock of discus should stock wormer. Hope you manage to find some!
