i need help with lighting

I used T5 blue moon light with the lowest watt as I don't need too much watt in my tank. I used the one with the double bulb and with the double switch, so when I can turn it to blue or white or both at the same time.

Home depot! Not ideal but works very very well for 40$. Bought a 4' shop light dual bulb for around 17$. Holds 2xT8 38watt bulbs which i also bought from home depot (says plant and aquarium bulb on the packaging) which were 7$ per grabbed a whole bunch! That light and some flourish keeps a ton of java fern alive in my 100g

this is the one that came with my tank. is it appropriate for Bichirs and rays?
