I believe that I used API General Cure. How could the Hex return? Plus, what he has now looks different than when he had Hex. Also, one strange thing he does is just look at the surface of the water, and not move for hours. Anyone know what he is doing?

Head down tail up or the other way round (not sure 100%) is a sign of internal parasites so I would treat for that. Is he eating at all? If he is, soak his food in garlic which should help.
 
If you are convinced you did everything you could for IPs with stand alone meds. then treat with Kanamycin (Seachem Kanaplex) in combination with API General Cure (Metro/Prazi). If you can't find Kanaplex another option would be to use Neomycin available as Seachem Neoplex but do not combine this with other meds. Food can be soaked in some Neomycin and fed via syringe into the fishes mouth if it isn't eating. I think the Kana/metro combination is your best option.
