I like the huge community fish idea
or the silver dollars.

Cheap, easy to maintain.
Catchy.

The only down-side, I can think of is the kids tapping the glass, scaring the schools into hiding, or encouraging them to hit the glass even more by seeing how well they school in reaction to the stimulus.

If you did, however, get a large monster fish, it might demand a certain awe and respect that would make the kids too scared to mess with it.

Bon chance.

All large fish are pretty much out of the question as you increase bioload and therefore maintnance unless they are ok with a drip system.. Not to mention mixing monster species doesn't always go as planned..

I would do just alot of tetras/smaller stuff and have nice aquascaping or go with something like angelfish, perhaps german rams, just smaller fish.

All in all though it sounds like this isn't the right place for a fish tank. If you're already saying water quality will be less than average, and people keep throwing stuff in the tank.. then might be high time to nix the fish tank idea. If any person paying or friend asked me to stock a tank for those conditions I'd tell them they'd be better off without a fish tank.
