How about a few electric blue jack dempsey they are Centrals I know but not too agressive so I'am told. Never had them myself though.
 
you didn't comment on the Philippine blue angels idea so I thought I'd put in another vote :)

Here's a blue silver I bred. They do get blue.

I was scratching my head until I saw your idea :) Thought I'd lobby a little bit.

There are other blue SAs (e.g. A. stalsbergi), but the existing stock narrows the options down quite a bit. Angels may actually do very well, although some people don't seem to like them.
 
If you buy fish for color, just get a painting. LOL sorry. Trolling aside, Amphilophus robertsoni males get a beautiful blue when they mature. pretty slow growers though. Fairly tough, but at the same time, not terribly aggressive either.

Likewise, you could try an EBJD, but they are quite timid. Blue acara, Honduran red point, blue lobster [LOL can't stand when grown men see those crayfish and explain 'WOW! blue lobster? wait a minute......is this salt water!?'


Maybe you could try a nicuraguense, not totally blue but definitely some beautiful blues in the face and lateral line.
 
Try looking at the true parrot cichlid ( hoplarchus pstacchus ) check the spelling on that. They are green and blue and unique looking, not your everyday looking cichlid. I have 2 about 8" and they show no aggression towards anybody. I only have experience with these 2 fish so I can't say that they are all this mellow. One of my favorites.
 
Honduran Red Point or Amphilophus robertsoni. I've seen pretty small HRPs with great color. A. Robertsoni is slower to grow and color. Both are generally more mild tempered.
