Can you post a pic of the turtle+setup? It may help in answering these questions. You really need to make some effort with this tank, I promise, when the turtle starts eating and is living healthily.. it will be worth it. Turtle LOVE zooming around in water, so fill it as high as you can, whilst making sure they can get out of the water fully, they need to be able to dry completely. If your not going to have two places where the turtle can get out of the water (in the hot end and the cooler end) then don't heat the water... aslong as the heat bulb is giving enough heat off, you should be fine. The UV needs to be close to the turtles so they can absorb this. Since they cannot jump (and burn themselves on the bulbs).. this shouldnt be a problem. This is the basics.. but if you do this your turtle will eat. I suspect it is definately heat. Or you could completey revamp the tank, heat the water, (not very high though), give it two places to get out, put loads of fake plants in there, a couple of hides, a backing (to make it feel secure and so it will eat) and get some strong filteration going in there. I would take this turtle for you myself lol, But I'm in the UK. Good Luck.
