I think this is not normal

None of those fish will be safe with your RTC in a few months. If it can fit it in his mouth he WILL eat it. Even if half the fish is sticking out of his mouth. He will grow at least an inch a month. It's good you have that pond. I would start thinking about what you want to add to that pond NOW! Clown Knife, Gar, Pacu, Arapaima, Peacock bass can all work....but they must be BIG NOW!!! or he will eat them too. How deep is your pond?

A little bit of a generalisation on red tails.
Yes they quite often get hungry and if not catered for sometimes eat tank mates. However there are occasions red tails and other fish will all get on fine.
I have my 26” red tail with a real mix of cats and other fish including on the smaller side 5 X10” pims, 3 x 12” jaguar cichlid, 5 x 6” Featherfin Synodontis.
He has grown up in a community setting and has never shown interest in eating his tank mates although there are plenty of pipes, bog wood and rock work for everyone to act naturally and get out of the way some times.
My 18” sperata aor and over 26” Wykii also don’t eat their tank mates in the same pond.
Suggest a regular and targeted feeding regime is required along with a naturalistic layout, because I too am not niaive, there is always the chance if I miss a feed or two..............
 
UPDATE:it is now 16 or above ill give u an update tom on how big it really is it eats koi pellets and also its fish slices probably 4 inches long but doesnt eat the koi or does anything but it does let it itself get pet
