As long as he doesnt keep or sell the Leopard sharks, than he should be okay.
Recently on a saltwater fourm, a guy was selling baby Leopard Sharks. I guess he was catching them locally and would post them online through different forums and Craigslist. Someone (a member here and other forums) contacted him and made arrangements to go pick some up from him. After the money was exchanged, he was also arrested for poaching, illegal selling, no commercial permits and to top it off "undersize fish"
. "Someone" says, he's looking at some hefty fines and maybe jail time after him and the boys at the California Fish & Game office are done.
