hope you got your neons swimming happily by now,.....they really awesome fish and
not that hard to take care of in my experience I had four of them for 3 years(gave them to a friend),...
regular water changes and all filter materials rinsed with tank water works great for a healthy system.oh yea and it was a 12 gallon tank

If I have ick I just raise the temp to 85 for 2 weeks. Good luck

Dormant ich cysts in the substrate will not hatch out if there are no fish hormones in the water, they can sit dormant for a very long time waiting for a fish, and just because you raise the temp doesn't make them become vulnerable or hatch out.
There are ponds that dry up, and the cysts remain ready for water and fish to hatch out.
The advice about using bleach is sound.
