I hav a black ghost and i want to know if a whitespot under his chin meens he has ick???i dont kno if he had it wen i bot him

Hard to tell without a picture. Could be a number of things. If it is ick you should def. know in a few days since it will spread throughout the tank/fish.

Yep, it probably isn't ich. It is probably a transportation/handling injury. It could also be fungus or a secondary infection. Treat the tank with Stress Coat and keep an eye on the spot. If it gets worse, then that is a good indication that it is fungus. If more spots apear, then it is certainly ich. It is a good practice to use aquarium salt with each water change. Ich and many parasites can't tollerate salt. Also aquarium salt has trace minerals and electrolytes to help healing.

My BGK has a white merking on his bottom jaw, sure its not just his pattern?

Just keep checking up on it. If you see more white spots popping up, then it's ick and should be easily treated.
