Definitely a severely stunted fish. It will need some real TLC to come around although it will never really become a show specimen. Interestingly enough though a pointed shape is not always a sign of poor care, they even come from the wild like this at times. Although in this case I aggree it is a sign of less than optimum care.

:iagree:definitely stunted... the eyes are too big proportioned to its body.. 20 bucks is not cheap btw...sorry.
 
Im thinking Red Turq. or a Red Panda. It look's like the pattern of a Red Panda but the colour's of a Red Turq. It's more on the Red Panda side though.

and its a bit stunted, but, keep both eyes on him, take very good care, and he may get better, fins coming back to normal and all that stuff.
I'm no expertise, but I bought a stunted pigeon blood sometime ago, fins very bad. Fins come back to normal, eating fine, but his growing rate are slower than the others. but he is healthy and the colors are fine

yup takin good care =D imma take a pic his fin is growing back nicely
 
i saw some for 17 bucks but some were really messed up and stuck on the filter and some looked exacly like that one
