If I judge at the picture this is a mature speciman, and it should be totally red and blue.
I have a Red Empress breeding group with a male of ~7-8 cm's which has more coulour than this speciman

In case you were not aware Breeder Males usually show brighter colors than your typical standard male in a tank. That's part of the breeding courtship.
Also I believe he just recently got the fish and the picture may have been taken right after coming out of the bag. These may be stressed colors and in that case he looks real good for being stressed.
Lastly to say his fish is not that nice because it dosen't look like yours is well![]()
