They are considered game fish in just about every state and most regulations don't allow for the netting of game fish.

I had nothing better to do so I looked at your regs and it states :

“Bait” includes, but is not limited to, minnows, green sunfish,
orange-spotted sunfish, dead gizzard shad, frogs, crayfish,
salamanders and mussels. “Minnows” are chubs, shiners, suckers,
dace, stonerollers, mudminnows, redhorse, blunt-nose and fathead
minnows.

What has me is the "not limited to".

The way he obtained them I believe would be illegal, but if somehow he hooked those bluegill which I believe they are now that I look closer at them, the first time I was just looking for crappie and thought no way not even close. If somehow he hooked those little bluegill by hook and line and there was no size limit and kept 50 he could keep them, hes just not allowed to net them.

Hey as long as you treat the fish like living beings and take proper care, or feed them to other fish and... there is an abundance I don't think our IOWA DNR are going to be too angry.
