Only large enough for a single GSP. That's the minimum for an adult. It would be a lot happier in a 55g.
 
GSP. You can keep him alone if you want or with some other puffers, they will nip every other fish in the tank though. I used to have a few and they are NOT nice. Very entertaining to watch, interesting personality and very active. Kind of remind me of bumblebees the way the move around, lol.
 
The ONLY other puffer I would keep a GSP with is another GSP of the same size or a Ceylon (Tetraodon fluviatilis). either way, not in the 30g you have for him now.
