L#'s aren't temporary unless the fish is reclassified. And then the old number is referenced along with the new number. Most pleco keepers reference the L# instead of the name. Makes life alot easier. But they are in fact the same fish as you stated.

They are not temporary in the sense that they are changed or fade into disuse, but their main purpose is to identify species that haven't yet been officially described. Once there is an official name for the species, the L# is regarded as no more than a common name.
