That's what I was thought at first...but I don't think that's what it is.
Maybe some kind of muppet? Maybe it's a hybrid. Are Beaker and Grouch both males....?

does look scorpion-y, but minus the tassels and appendages and the face looks very blenny-like to me. big eyes and not a very upward-facing mouth. probably because it's a juvenile.
