It's a Sculpin, Scopionfish type.
But note that an Red Irish Lord has a pattern on it's body this one doent seem to have a pattern.

Eschmeyer mentions a solid brilliant red color variant and fishbase mentions a brilliant red variant. The Sebastolobus you mention has different cheek spines, finnage, and scales.
