ID THIS RARE FISH

Sup MFK, I need some help from the asians today (non-asians just as eagerly welcomed ). I saw this fish online, but haven't been able to get any other information on it. It was called a blue kelah on one site, and a blue kelab another. I have no other information. Anyone have any idea? Information? Scientific name? Rarity? Attainability? Thanks a lot
