I've seen Corgi mixes at that height. Plus it would depend wether it was Pembroke or cardigan

The puppy barn, which is where we got her, in New Jersey had her listed as border collie / collie mix. Thank you everyone for the feedback!

All it says is collie but now that you mention it she just has to be smooth

And I recall them using the name miniature collie which is used for Shetlands, plus border collie was a main name they have on her (border collie / collie mix). I'm beginning to think Shetland / border / smooth mix
