It's a planted tank with snails in it, if its snails eggs how come its on top of the water level?

That is absolutely a nice clutch of snail eggs.

Just to add - the video is not mine, but after having snails previously it's a familiar sight to me. Too bad my goldies got so big & shouted ESCARGOT or I'd still have my snails lol
