Most marine rays are legal to keep in CA. In fact, due to the smaller size of some of them, set up and keeping is cheaper month to month than your typical freshwater ray.
Yellows, Cortez, Atlantics, and Round rays all are great saltwater rays that stay small and do very well in home size aquaria.
