I'm 8 months in to having No Boat...

That sucks almost a year! Go out and hit the shores. If you see some little trees or some shade try and go in there. People wont bother you. If not try and keep moving around wherever you are fishing. I always get the occasional person asking if I catch anything and I usually respond with yes and what it is and they normally leave me alone. Or I try and fumble around in my tackle box and act like im trying to do something. You can almost always find a secret spot on a lake or river to fish in. Im waiting for my moms boyfriend to go get my boat still. The guy he bought it from is on vacation. Even if you cant afford alot atm just pick up a small jon boat. You can get a towing package for your civic and tow a jon boat around easily. You can stand in it and be fine. Try and pick up a used outboard and you are all set. If not, try and make the best of shore fishing or even become friends with someone that you see fishing with a boat and then maybe they will take you out and you can relax on a boat with them. Hey anything that you can do to get you fishing!

If really a big deal just throw on waders and river fish. People usually leave you alone if you are standing in the middle of a river and you can hit a lot of spots otherwise inaccessible...

Or like you said has been almost a year. Saving 2 dollars a day you could have already bought something decent if you waited for the right deal.

Personally I don't own a boat yet bc it is just one more thing to move if I relocate and where is going to determine what kind I buy.
