Easy enough. A 500g tank, a giant school of Cardinal tetras, and lots and lots of plants.
 
I like dread's idea. I would try to replicate that japanese guy Amano? Yeah probally a 300 gallon with lots of wood/plants with swarms, and I mean swarms of neons. I want to see a neon tornado.
