Importing freshwater stingrays into the United States requires compliance with several federal regulations and obtaining specific permits. Here's a step-by-step guide to help you navigate the process:

🐟 1. U.S. Fish & Wildlife Service (USFWS) Requirements

  • Import/Export License: If you're importing stingrays for commercial purposes, you must obtain a USFWS Import/Export License. This license is mandatory for businesses that import or export wildlife commercially. U.S. Fish and Wildlife Service
  • Declaration Form 3-177: Every shipment of wildlife, including freshwater stingrays, must be declared to the USFWS using Form 3-177. This form provides details about the species, quantity, and origin of the wildlife being imported. U.S. Fish and Wildlife Service+1APHIS+1
  • Designated Port of Entry: Live wildlife must enter the U.S. through a USFWS-designated port. If you need to use a non-designated port, you must apply for a Designated Port Exception Permit. U.S. Fish and Wildlife Service+1U.S. Fish and Wildlife Service+1

🌍 2. CITES Compliance

Freshwater stingrays, particularly those in the family Potamotrygonidae, are listed under Appendix III of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). Therefore:stingraybiology+7Texas Parks & Wildlife Department+7NDOW Media+7

  • CITES Export Permit: You must obtain a CITES export permit from the country of origin. This permit ensures that the export complies with CITES regulations and that the trade is not detrimental to the species' survival. APHIS

🏥 3. USDA Animal and Plant Health Inspection Service (APHIS) Requirements

While APHIS primarily regulates species susceptible to specific diseases, it's essential to check if the freshwater stingray species you're importing falls under their jurisdiction.

  • Import Permit: If applicable, obtain an import permit from APHIS. This permit ensures that the imported species do not pose a risk to U.S. agriculture or native species. APHIS

🗺️ 4. State Regulations

Individual states may have additional regulations regarding the importation and possession of freshwater stingrays. For example:

Before importing, consult the fish and wildlife agency of the destination state to ensure compliance with local laws.

I've never imported yet but have imported Aussie Lungs. CITES was the biggest thing, cost a little more. CITES will come from the exporter and make sure its legit and make sure the CITES is 1000% correct, otherwise USFW will not release it. I had that issue, but it wasn't noticed until after I received the lungfish. USFW called me to let me know about the issue and to make sure to let the exporter know what was needed so there is no delay next time.
