I know of someone that does have fish sent from Ecuador to Peru. And he ships from there. So yes it is very possible. It would be easier to have locals catch the Festae and transport for you. As over there the fish are considered food instead of decorative.
Yes it is very easy for anyone to mislabel fish f1 or f0. Even with papers people can swing an unknown number of Festae in under the wrong assumption. Either way, what us more important to people. To have wild fish or beautiful fish of unknown generation? For example; wilds could be imported but look ugly and could possibly pass on those genes. Or you could have flawless Festae that are f100. Would people rather continue breeding wild Festae even if they are ugly and produce the same vs having unknown F# and produce beautiful babies?
