Im a new member I keep Koi outside in a 4000 gal pond Im looking into building a 700 gallon pvc pond for indoor
Im concerned about strength of pvc so I don't flood my basement.

any thoughts

I personally never heard of a indoor pond build using PVC but other members will chime in.

PVC tubing for a frame, or a PVC liner? The liners are super strong. The tubing is not meant for that type of support in anyway and I would not trust it at all w that much water.

Used a wooden frame before with a pvc liner however the pvc does get brittle over time. Much better to use the more expensive butyl liner.

Agree. EPDM rubber is an alternative to butyl, and it's said that they're more durable than butyl with similar chemical resistance.
