If you can't catch your own natives check out these sites they may give you some ideas of what you could do. I'm not sure if you could order from them due to import laws (Not sure what your's are), but it may give you some ideas dependent on what is available to you:

I live in ontario so catching wild fish is out of the question

You could do rosy red minnows from what I here they bred like crazy and they are usually sold as feeders So that means pretty inexpensive.
