couple points, make sure the koi are alot bigger than the turtles or they may become lunch, in addition if your only planny 75 gals, which i would advise bigger you could go with an FX5 or something likte that which is rated for 400gal. ive got an fx5 and a fluval 305 running on my 125 with a single rtc and it does good. you could make a real easy rubbermaid sump thatll go under ur box. look at the diy filters there some really cool ones, if you put a buncha plants in there you may not need filtration, i thing theres a guy in thailand whos got 10000 of gals in concrete tanks with no filters just plants. all id advised is a powerhead to keep the water moving.
 
you can always make one out of a kiddie pool and plywood that's what I did.
I did it all for about 180 its not the prettiest thing ever (step dad insisted on cutting the wood and hes not the best with a saw so that didn't help much) but the turtles love it aside from the basking area I did for them, they never used it so I had to go and add a platform in the pond itself and drop the water level a bit but its around 230ish gallons now would be around 250-260 if they would have used the basking area. Hopefully my female RES will at least use it to lay eggs in the future.

Its a 6foot circle was gonna go with the 8 but its in the middle of my bedroom and I wouldn't have room to walk around if I did lol. right now we cheaped out a little on the filter its a beckett pond filter rated for 350 gallons($40) and it actually does a pretty damn good job for the price but we'll see how good it is in a few years when the gold fish and turtles are bigger then its just hooked up to a little diy bio filter with some scrubbers in it covered with gravel and water-falling back in to help aerate the water a little more.
