Infrared only penetrates about 1 cm or less in water whether the cone cells in their eyes can see it or not wouldn't matter none would reach their eyes anyway.
Many fish can actualy see more colours than we can (seeing partially into the ultraviolet for example) or better at differentiating between violets blues and greens than we are.

only if it's class 2 laser or higher. Class one lasers won't. That being said i don't know why laser pointers are even being discused they give off red light not infrared. Infrared lasers are available but certainly arn't used to point at stuff considering we can't see it.
